Cross-Border Cooperation Conference

Karazin University held the ІV International Research-to-Practice Conference “Ukrainian-Russian Border: Current State and Prospects of Cooperation” dedicated to the tenth anniversary of Slobozhanshchyna European Region.

The event was attended by experts in the field of international economics of Ukraine (Donetsk, Lutsk, Lviv, Odesa, Rivne, Kharkiv) and the Russian Federation (Belgorod, Kursk).

Professor Vadym Sidorov, Dean of the School of International Economic Relations and Travel Business, greeted the participants in his welcoming address: “The scientific foundation for creation of Slobozhanshchyna European Region was laid by the scientific school headed by Artur Holikov. Scientists investigate this phenomenon on the economic map of our country. It is very important that Slobozhanshchyna European Region intersects with Russia and its life and activity indicates how essential the relations with our closest neighbors are.”

Professor Artur Holikov, Head of the Department of International Economic Relations, told those present how the idea came to be, outlined the stages of creation of Slobozhanshchyna European Region and described the first European regions of Ukraine the Carpathians and the Bug River.

Denys Tkachov, Director of the Department of Economics and International Realtions of Kharkiv Regional State Administration, Head of the Department of External Economic and International Relations, acquainted the participants of the conference with prospective areas of work at the current stage of development of Slobozhanshchyna European Region: “I think today our Euroregion is at the reviewing stage for the majority of tasks it had to solve have been solved. Now it is necessary to take measures to upgrade the Euroregion management, review its relations with neighboring districts (six from Ukraine and six from Russia) and enhance cooperation with the regions that do not border with Kharkiv oblast directly but with whom it has established constructive business relations, in particular Kursk oblast.”

For reference. Slobozhanshchyna Euroregion was created in Kharkiv by the leadership of the executive and local authorities of Kharkiv and Belgorod oblasts of Ukraine and the Russian Federation respectively on November 7, 2003 as the highest form of cross-border cooperation for harmonization of the synergy of the two parties in order to realize basic socio-economic functions of the border-zone, to remove excess obstacles in contacts of the population and to activate interregional economic cooperation.
